How to restrict some external ftp server by IP ?

Hi !!
I have configured  asl 4.09 as Gateway for our home LAN with 15 comp. Internal IP 192.168.175.0/24 , external  ADSL 2Mb down/up 640 K , With IP-Masq.  and set a Filter rules (Internal Network to Any Service, Any Server -> allow ) .
Question is: can I restrict some external ftp servers by IP addresses. Why ? Because I have leechers who 24 h only downloading , eating all our incomming traffic .
How to create this rules if this possible. 
Help !!!  plz!!

    In Definitions/Networks add the ip's u want to restrict, ex 
    "Restrict ftp 1" 10.52.52.52/32
    "Restrict ftp 2" 10.52.52.53/32
    "Restrict ftp 3" 10.52.52.54/32
    In Paket Filter/rules make the rule
    Internal Network --> "Restrict ftp 1"   FTP  -  Drop 
    and place over the (Internal Network to Any Service, Any Server -> allow ) in order, or the allow rule will override the deny rule!
