Service Groups Fail

This is a seriously nasty bug:

9 on + 10 on = FTP OK 
9 off + 10 off + 11 on = FTP NOT OK

9       Any FTP         mogwai Allow
10      Any FTP-CONTROL mogwai Allow
11      Any { FTP_ALL } mogwai Allow

{ FTP_ALL } = FTP AND FTP-CONTROL

Any ideas?
