QOS for VOIP (Cisco ATA 186)

I have VOIP service through Vonage and would like to prioritize the VOIP traffic. Here is my configuration:

Definitions > Networks
ATA186 - (address of my Cisco ATA186 analog telephone adapter)

Network > Interfaces
"QoS Real BW" setting on internal/external interfaces: 384 (I have 384k SDSL)

Network > Quality of Service (QoS)
Rules:

 #1
 from client: ATA186
 service: any
 server: any
 weight: high
 share: don't share

 from client: any
 service: ATA186
 server: any
 weight: high
 share: don't share

Everything looks right to me but it doesn't seem to work. If I download a large file the VOIP service becomes really choppy due to lack of bandwidth. Am I doing something wrong? Thanks.
