FTP to outside sites requiring authentication

I am having a lot of problems figuring this out

I am running astaro 3.210 with 3 nics.  Private addresses on LAN and DMZ
Masquerading LAN/External IP address
Rules

LAN any/any allow

I can ftp to some sites but not to others especially those requiring authentication.  Outside the firewall, I can ftp to all sites

Any help will be greatly appreciated

    Symptoms
    For sites that exhibit this problem, I get 
    "Connection closed by remote host" after a very long delay

    For ftp sites that do not pose this problem, the responds is quick

    The irony is that with ASL 2.X this worked without a problem.  I am currently testing another install with the same configuration at another site with 2.X and I am able to get to all the ftp sites
