filtering rule inneficient?

hi
when I active the asl proxy, my http filtering rule doesn't work at all (any-http-any-drop).
why?

HTTP = Port 80
Proxy = Port 8080

...take a look at the proxy mode and the settings (allowed networks) ! [;)]
