Can`t create Virtuel IP

HI folks,

my Problem is:

If i create per Webinterface a Virtuell IP the System dosn`t start the Interface ( eth1:5 )
I can create a IP with the console but the Webinterface doesn`t regoniced it.
What`s the deal with it?
