Filter rule ordering?

Help file says that changing rule order doesn't reflect the actual order.  Changing the rules order is very common so now I'm worried that my order isn't what I expect.  How to make sure the order of rules is what I'm listing in the packet filters?

Also, a new rule goes to the bottom and you must specify a move to place it where you want.  Is this not placing the order as I'm expecting?

    There is a rule number in each entry of packet filter rules.

    This rules are processed from 1 to n.

    1 is the first rule and n the last.

    I think the Online Help means that if your sort the rules based on source or destination, that the actual system ruleset does not change, only the representation in the UI.
