eth1 up but not visible to the network

eth0, eth1 come up but I'm not able to ping anything on eth1 except itself. I enabled the arp proxy for eth1 and noticed that it was not updating the arp cache on the client machine. Could this be the problem ?
I used the internal ethernet card as the external in order to get the updates and that also didn't fix the problem. So the jist of it is, that it dosn't seem to recognize anything on the external network. The filters are all open, masquerading is set, I enabled http proxy(just incase)

Also, sometimes I get something like 92% packet loss when I ping the router, so it seems as if the ethernet card is the problem, If thats the case them I'm posting to the wrong board.

Tryed the same thing 50 % packet loss and 100 % packet loss try check you cabel that it is not near any thing magnetic or try a new cabel (in My case that work)
