Offering services but ports closed from scanner

I want to offer services as web and ftp but if someone try to scan my system I would like it appears like 80 - close 21- close or something like this but NOT OPEN.
Someone can help me ?

    Hi there,

    you are a bit confusing here :-). 
    You say you want to offer ftp and http services, but you want your system to appear closed to scanners?
    As far as I know, you can not do what you want to do.

    A scanner is just doing the same as any regular webbrowser does when it connects to a webserver, so to appear closed to intruders, you must not offer any services.
