In Definitions|Networks you define the IP or range of IP addresses. To define a network, just add an entry with a name, network address and it's netmask. If you want to define just a single host, add an entry with a name, the exact IP address and a netmask of 255.255.255.255 (a host specific netmask).
Then, you add a rule in Packet Filter|Rules where you use the name you defined above in "From (Client)" to set a deny rule. I have used this blocking both into my network as well as blocking out from my LAN.
Oh, don't forget to move the rule to the top of your ruleset as well as activating it ;-)
