DNS allowing all traffic????

I have set up a packet filter to allow only DNS to our name server....  BUT when I enable it it allows web traffic too?  I have selected the static DNS in services.  when I disable it i cant ping. (duh) and no web like I would think but when I reenable it I get to surf too.  

This below allows web traffic from the internal net.
1  Internal DNS ns.utah.edu Allow 
2  Internal Any Any Drop 

if I delete/disable #1 I get no traffic at all
