Uplink balance with two circuits - one static - one dynamic

I have one interface that is static IP from ISP.  I have another separate circuit that is dynamic from ISP.  The static works fine but I can't get traffic to flow on the DHCP interface - the state is "UP" but the link is "down".  The DHCP interface pulls an address from ISP.  I can plug my laptop into same circuit and have internet access.

    Is the DHCP interface in 'Active Interfaces' on the 'Uplink Balancing' tab?  What happens if you do a test where you disable the static Interface?
