BGP | route map

Hello!
Please help with understanding BGP route map.
I have BGP configuration with two neighbors. ISP1 and ISP2. ISP1 are primary and have higher weight value in Border Gateway Protocol -> Neighbor -> Weight.
I need specify when local users goes to specific resource only traffic in any cases goes through ISP2.

So I create Route map. Specify AS prepend, which is ASN of ISP2. So question is where I need to select that Route map? In Border Gateway Protocol -> Neighbor -> Route out? In ISP1 neighbor or ISP2 neighbor?

    BGP is not designed to do outbound multi-pathing for clients. It's designed to tell the world how to reach IP's assigned to a specific AS. There are some ways to override that, but mainly where your routers BGP table would push specific traffic over the wrong link (higher latency, lower bandwidth, etc).
