Uplink balancing between two consumer modems

Couldn't find anything on this specific question however if I were to order two 30/5 packages from my ISP (Time Warner Cable) and use uplink balancing between them would I then have a single 30/10 connection? I don't mind download so much as I mind upload.

If that is the case then if someone connects to something such as a game server with one IP would it act as if I'm using just one 30/10 connection?

No, it isn't bonding. Specific traffic would still go over one or the other uplink.
