Initially I setup the report (Policy violators) in one of the betas to see what it was like. I have often thought the report was wrong, but never deeply investigated.
I didn't have to investigate hard at all to see that the reports generates junk. I am getting traffic shown from an IP address of an interface that is not active eg the network card is not connected.
Next there are a number of devices that used to be on the home network, that moved out about a week ago, they all showed up in yesterday's report.
Finally, I have google analytics blocked, but it shows up as google-analytics in the report.
