Cable ISP additional IPs via DCHP

Hi there,
I know this can be done, and I tired a few options, but stumped on how to get it work.

I'm trying to setup a test network behind the UTM, however, I can't seem to get the additional NIC cards to pull an IP address from the Cable ISP.

I have a cable provider that allows 2 free dynamic IPs, which I'm trying o access the second one.

Here is what I want to do.

ISP ------ NIC 0 --------- SOPHOS ------ NIC 1 ------- LAN
ISP ------ NIC 0 --------- SOPHOS ------ NIC 3 ------- TEST Router etc.

I'm not trying to get this confused with an DMZ, but more additional IP address. I assumed that if I had another Static IP address, I could create a new Additional IP Address, which then could masquerading the internet access.

Or am I totally off?

Is this what are you trying to achieve when you said that "I can't seem to get the additional NIC cards to pull an IP address from the Cable ISP" ?

Yeah, I only have one incoming connection port for ISP.

The ISP is recommending that I can connection a switch in the middle and do this below, so it would look like this

ISP-----SWITCH------NIC0 SOPHO-----LAN
|----------NIC1 SOPHO-----TEST NETWORKING
