Notifications are still limited

I have unchecked "Limit notifications" (Management>Notifications>Global Tab) but when I do a port scan it still limits the email notifications to 100 emails.

I have tried checking and applyinig and then unchecking and applying....also restarted the UTM. It is still not working. All email notifications are enabled on the notification tab.
