Cluster with 2 unique ISP IP per ASG

Wondering if this would work.
I would like to cluster two 220s in two locations that are linked via fiber.

Each location has 2 ISPs (same companies in each location) and each ASG has a unique IP per ISP.

ASG Site 1 has x.x.x.x for one ISP, y.y.y.y for the other.
ASG Site 2 has x.x.x.z for one ISP, y.y.y.z for the other.

Can I setup an active active cluster for them?  
Looking for load balancing of web traffic.

Also, can I setup site to site VPN tunnel from remote sites as follows?
Remote 1 -> ASG Site 1
Remote 2 -> ASG Site 2
