dns forwarder setting not working?

A newly installed 8.100 ASG.  I have two external DNS forwarders set manually.  The checkbox that says to use the ISP provided forwarders is NOT checked, yet below that, it tells me the two forwarders it is using, and they are not the ones specified, so I am guessing they ARE the ISP provided ones.  Has anyone else seen this?
