Web security usage logging disabled.

I received an executive report one night and noticed that under web usage the top 10 urls displayed the following message: "This report is disabled by configuration."  Also in the live logging it was no longer displaying live traffic of what sites people were going to. 

 So I went in and disabled the Web Proxy under Web Security - HTTP/s and enabled it 5 minutes later.  This brought back the web logging again. Then 3 days later it stopped showing the logs again.  Turned off and restarted the web proxy multiple times.  No luck this time.  Anything else I should try to get it working again?  Thanks.

    I've used the commands below

    1.) /etc/init.d/ulogd stop
    2.) /etc/init.d/syslogng stop
    3.) /var/storage/pgsql/init/reporting_db_init.sh
    4.) /etc/init.d/syslogng start
    5.) /etc/init.d/ulogd start

    Nothing on the report still .i only got the following errors on the system
    2010:08:13-18:48:52 ****** snmpd[4589]: error finding row index in _ifXTable_container_row_restore
    2010:08:13-18:48:52 ****** snmpd[4589]: error finding row index in _ifXTable_container_row_restore
    2010:08:13-18:48:52 *** snmpd[4589]: error finding row index in _ifXTable_container_row_restore
