Select the "Additional Addresses" tab and add a sub-interface to the primary NIC, or you can configure another NIC on the system, if it's free, with the other network information. If you are using VLANs, you can assign any NIC as a VLAN, and add additional VLANs to it.

Ping is only possible if you have ICMP/Ping enabled (Disabled by default, as far as I can remember).
If you want to enable the proxy for the users of the 70.-net, you should define this network in definitions/network, allow the proxy use for this network and create a new masquerading rule for this network under network security/NAT.
