How to enable P2P? Ie Bittorrent.

I've just installed 7.10 and none of my users can use Bittorrent or other P2P clients.

I have all the P2P section set to "Do not block". I've tried Disabling the whole P2P section to no avail.

What needs to be done to allow my users to use P2P?
