Restart FTP not working

NSM v. 6.002. Was set HTTP proxy and selected FTP and FTP-Control services. Also selected FTP protocol for connection tracking helpers.
I tried a few FTP clients and all can't restart FTP downloads and show me what FTP server can't use FTP restart... IF use connection  from real IP (without ASTARO box) with same FTP server (ftp.ca.com), all working fine.
What I do wrong?
What settings for NSM I need?

    NSM?

    You should not need connection tracking enabled.  It's purely a function between the client and the server usually.  You can resume a FTP transfer a long time after any connection is dead and buried.
