Question about /etc/no-selfmonitor

Hi,

yesterday I found that my dyndns-account wasn't updated.
So I looked at the directory /etc/no-selfmonitor and found a file
something like dyndns (I don't remember the exact name- sorry).
How does this file get generated? (that was ASL 5.100)
I updated to ASL 5.103. Now I find a file "syslogger" in this directory. Does that mean, the syslogd ins'nt monitored anymore?
