Live Log shows packages I don't want to see

Hi,
running ASL version 5.023 I set 2 packet filter rules:
1. source=any destination=any service=any action=allow no logging
2. source=any destination=any service=any action=drop logging
Why do I see the accepted packages  (connection from my workstation to ASL) in Live Log? I just want to see the dropped packages from rule 2!
