Extension filter does not work?!

we inserted 'zip' as new item to extension flter list at SMTP-Proxy Settings. on sending zip files within test-mails, the sent mail passed the firewall and was delivered... although we set mails matching those file extensions should be rejected. Can it be true, that extension filter does not work properly?

    When you sent the test messages did you send the message from an internal account to an external account.  Or did you send from an external account to an internal account.  When  I tested the filter extension it blocks inbound messages with 'zip' file attachment.  I do not think it will block outbound message only inbound messages.
