frozen by ACL

What is the exact meaning of the phrase "frozen by ACL" sometimes found in the Proxy Content Manager?

    I would say that one of the content scanner rules has matched  and the content manager shows which one:

    [ QUOTE ]
    anyone@xxxxxx.com -> cyclops@xxxxxxxx.net
    Subject: dream world
    Content Scanner:   X-Regex-Match: dream world (blacklisted)
    Cause: 2003-11-14 05:22:24 Received from anyone@xxxxxx.com H=(cyclops) [xxx.xxx.xxx.xxx] P=esmtp S=561
    2003-11-14 05:22:24 frozen by ACL
