HTTP proxy question

I want to know if exists a way to limit the access of the proxy HTTP users for it traffic.  
  
For example: To an user U1 is defined that he can receive up to 10MB daily. Reached these 10MB, the user U1 cant'n use the proxy until the following day.  
  
Is this possible?  if the answer is not, Is there somebody that has implemented a similar solution?  

Does planned Astaro have some solution of this type anyway?
