HTTP transparent proxy and packet filter rules

you need packet filter rules, also in transparent mode only http is proxied, not https or ftp

    Hi,
    Do I need to create a packet filter rule like :
    Lan --> any --> any --> allow
    even if i have enabled HTTP proxy in transparent mode ?
    Is HTTP proxy in transparent mode sufficient to permit my lan to surf the internet or do i need to create this packet filter rule ???
