message: HTTP proxy not running - restarted

Found it.  Squid went nuts and CPU went to 100%.  Couldn't restart it or the box.  Had to SSH and killall squid.  Restarted and all is fine again.

    Just updated to 3.215 and on the ASL that had previously been attacked via Squid now is giving this error over and over again.  Squid itself appears to not be working (can't run web from behind ASL transparent or standard), no log messages except for the daemon messages.
