Running 3.052 proxy with SOCKS 4 (no user auth) here are some deamon logs

I am getting DNS correctly that is the correct IP to an FTP site. I just can't get anything incoming back. I have set a rule to open port 21 still nothing. Also I am trying to use ICQ also configured it to spec listed on ICQs site. I get the correct IP in the log files I just get timed out as soon as it responds back to the ASL box. Any suggestions why its not working?
