SMTP Recipient Forking

I have been asked to set up a fork that will copy any an all email sent to or from a recipient.  I can't do it on the mail server as it can't be noticed (this is part of an internal investigation of an administrator) so I need to do it during the smtp routing.  

So my question is can I do this with astaro (by editing the qmail configuration itself or hacking/mod'ing qmail) or do i need to setup another mail server in the middle to do it...
