SOCKS5 and FTP

Using Astaro 2.022 í am unable to use PASSIVE mode for directory listings or file transfer when connecting to FTP servers outside of my network, from my Internal network, the command prompt ftp client that comes with w2k pro, always get this error message:

Data connection timed out. - Falling back to PORT instead of PASV mode.

And, if I use CuteFTP in Passive mode it doesn't work either.

Doesn't matter if I configure the client to use SOCKS5 or not, anyone know what this could be?
