Squid Proxy not allowing outgoing on port 81

For some reason, Squid on our ASL is not allowing outgoing connections on port 81.

However, turning off proxy in browser (IE or NS) works fine.

e.g.
http://64.3.39.58:81/
says:
ERROR
The requested URL could not be retrieved
--------------------------------------------------------------------------------
While trying to retrieve the URL: http://64.3.39.58:81/ 
The following error was encountered: 
Connection Failed 
The system returned: 
    (110) Connection timed out
The remote host or network may be down. Please try the request again.

ISTM that the firewall rules don't allow outgoing port 81 from the ASL/squid box, even though they do allow it from INT.

Anything I can do to add ASL -> 81 ALLOW?

    you're completely right - asl doesn't allow the external if (and so the squid) to connect to port 81.
    you could add a rule:
    from  service  to server  action 

    it's not a very nice/good solution - but it works!
