Content Control Lists and quantities

In the content control lists, is there a way to adjust the quantity for some of the rules? Many of them have "quantity 10", when I want even one of them to be flagged for encryption. Thanks.

EMail Protection>SMTP>Data Protection. When you hover over options, many of them say "quantity 10" I want to be able to encrypt email where there is only a single instance of sensitive information in the email.
