Block/Quarantine outgoing already encrypted mails?

Hi,

I'm testing mail encryption. The basic features are working. Incoming and outgoing mails are en/decrypted if they should be. But I ask myself, if it is possible to block or quarantine outgoing mails, that have already been encrypted by local PGP tools or Outlook SMIME before they go through the ASG? The background of this is, that I want our users to have unencrypted mails in their mailboxes and that they cannot send illegally encrypted messages and attachments to others outside the company. 
Of course I could ask them not to do so, but control is better here.
