This "Bug" was reported here in Version 7.
In Version 8.0, it is still the same paragraph and still it does not have the Enable Outbound SMTP Relay
Home Users would generally need to
1) Enable POP3 Proxy
2) Enable Outbound SMTP Relay.

Hopefully there is a way to do this so that SMTP inbound is Completely Closed while Outbound via ISP is enabled.
