As Ölm said in his post on the first page of this thread, that section doesn't concern RBLs - it's the result from the CommTouch Advanced Security Daemon.
If you don't want to reject emails because of RBLs, don't check the 'Use recommended RBLs' and leave the 'Extra RBL zones' box empty - that way, there are no RBLs consulted. Then, in the 'Spam Filter' section, set both selections to "Quarantine."
