Delayed Inbound Email

Hello all.  I have a client that is testing a firewall.  It is v7.305.  On some inbound email it will say in the email that it was sent 3hrs before they got it.  In the latest email it says it was sent at 1:49pm and they got it at 4:59pm.  

The internal email server is Exchange 2003.  

Could whitelisting be causing this?  How do I track down where the issue is?
