SBL-listed IP still gets through

I have a message which originated from an IP address listed in SBL (ROKSO, actually). The X-Spam-Score itself was only 2.7 (below threshold), however, the X-Spam-Report clearly shows that the IP was listed in sbl-xbl.spamhaus.org. My domain is configured to use RBLs, so I'm puzzled as to why this message (innocuous as it was) was able to get through. Could someone with a better understanding of how this is 'sposed to work, kindly shed some light on this for me?
