Ver. 5.23, Spam WhiteList Does not Work in POP3

In version 5.23, POP3 spam protection whitelisted address's are still being marked and quaranteed.

I've searched and found related problems, but from quite a few versions ago. When I put an email address or extension in the whitelist, the "Pass Threshold" continues to mark these emails with *SPAM* in the subject line. Same thing for Quarantine except obviously it does not deliver the email at all. This is with "Pass" set to #3 (aggressive), and "Quarantine" to #5 (Reasonable). I have rebooted, etc. 
The most iritating part is when I whitelist the email address that our web orders come from, what happens, it gets marked as *SPAM*  anyway! 

Has anyone else experienced this? Is this still a problem from earlier versions that has not been fixed? I can't find anything specific in the known issues FAQ.

If anyone can shed some light on this, it would be appreciated.
