Sender White List behavior in ASL 5.023

I have the following in my SPAM Sender White List
            *@techsoup.org

I recived mail with the following headers
            From: "By The Cup" 
            To: "" 
            Reply-To: notice-reply-bs3iddrrji3dk3@ga0.org
            Return-Path: 

Given the Sender Whitelist and the From: header I would not expect this message to be flagged as SPAM.  However
            X-Spam-Score: 2.8 (++)

           X-Spam-Flag: YES (tagged as spam, score 2.8)
           X-Scan-Signature: 31fe724fde1c29a28e7bcb45b4b2f3a3
           
As near as I can tell, it recoginzed that the sender was in the whitelist, but decided the message was SPAM anyway.  Can anyone explain what is going on?
