Question on the Spam filter on pop 3 proxy

I don't have a smtp server on my local lan so all filtering for spam has to happen on my pop3 proxy.

I have set up the pass threshold to = 1
I have set up the quaranteen threshold to = 3

I know this is aggressive but i get lots of spam other wise.

The question  I have is that i still get two specific emails that are spam. The spam filter does not *SPAM* tag them and I have put them in the spam sender white list. I thought that if you enter the email address of the spam into the spam sender whitelist the spam scanner will automatically tag it as spam and filter it. But it is not.

Should I set the quaranteen = 2 ?

Is this a bug or what?
