POP3 SSL/TLS proxy : question

Is there a way to force internal and external users to use POP3 with SSL/TLS.
More precisely, I don't want ASL POP3 proxy to accept unsecured connection request.

There is no TLS-encryption for pop3, only for smtp.

Sorry I'm confused. I was talking about SMTP proxy TLS/SSL.
