Hi,
is that 16gb usb all the storage that is assigned to the UTM? Surprised you could install the UTM with small amount of storage?

You will need at least 40-60gb minimum for storage.

also do not use usb or sdcard for storage.  it is really too slow.  you can get away with a 5400 rpm hdd is you want to go cheap on storage depending on how many users you have.

Cheap SSD is also silent and uses less power.

I also found that Webadmin was very slow and unresponsive when I used IE 11 browser, changed to Firefox (v39) and it is much faster now.

 I have not heard a peep from any hdd from a machine i have built in the past 7 years.  Only really ancient hdd's make any kind of audible noises anymore unless you are messing with 10k or above.  The 5.4k rpm drives are silent..again unless they are having issues or they are quite old IME.  Cost wise.  if you want reliability cheap isn't the way to go.  There's a reason Sophos uses Intel in their appliances and not until you get into ones that have heavier ratings.  The flash and controllers still aren't as reliable as hdd's in heavy write loads that are 4k and under based like a UTM.  If it works for you have at it..[:)]
