New EC2 instance unreachable after restore of backup from old

I have a similar issue. I am trying to restore from a EC2 UTM instance to a new EC2 instance. The new instance will become unreachable after restoring the backup. For me I am having a problems trying to upgrade to 9.304-9 or higher.

    It's been  awhile since I last did this, so it's entirely possible that I've forgotten a trick or two.  Are you using an Elastic IP, and have you assigned it to the new 10. IP of the new instance?
