Initial setup wizard not doing it's job?

First off let me apologize.  I've looked around and haven't seen anything that looks like the issues I'm having so if I missed a post...

When I run the installer, all goes well right up until after the setup wizard.  When it redirects me to the login page after the 40 second setup portion, none of the things I've setup appear anywhere in my configuration.  It's a completely clean slate with the exception of the internal NIC config.  No filtering, no firewall rules, no NAT... nothing.  Is there somewhere I can download a base config to get things started?  I've done the factory reset a couple times and I end up with the same setup every time.
