Quad core performance issues are back

The latest version has regressed to the performance issues i have routinely documented with QC or above processors under light loads.  I think it was bob that posted that console tweak to change the cpu scheduler to make it more aggressive in ramping cpu speeds.  Anyone able to find that post?

    also modern haswell i-3 cpu has nearly the same low power requirements as a faster Atom without having to worry about it being underpowerd.  If you are going to be serving more than say 25 users you might need a low end QC i5 but that would only be in the extreme IMO.
