Quad core performance issues are back

The latest version has regressed to the performance issues i have routinely documented with QC or above processors under light loads.  I think it was bob that posted that console tweak to change the cpu scheduler to make it more aggressive in ramping cpu speeds.  Anyone able to find that post?

    mine was a brilliant suggestion, but it doesn't work on i3-4*** cpus.
