HA Cluster - is it normal for WiFi APs to reset when failing over?

Hi all- we have an ACTIVE-ACTIVE cluster of 2 ASG220's running 9.109-1 and connected to (2) AP50's. The symptom is that during a failover (e.g. rebooting one of the nodes) the WiFi networks go down for about a minute.

Is this the normal/expected behavior? Not exactly "High Availability" but at least if I know this is the way it works then I can plan ahead for it. Is there a way to set it up so this does not happen?
